As Don says, it's not quite like that.  In those days (and still) to get
the CC to treat a performance as a normal peal it has to jump through all
the hoops, including the use of methods that have already been classified -
Decision (D) A.11.

The removal of that constraint, and an orderly way hf handling things that
have not so far been classified, as suggested by RAS, would remove that
pernicious 'Catch 22'.
