I've just noticed what I think is an unintended consequence of the
proposals you are making to the Council. Assuming all the proposals pass,
(E)D.4i says that a band can name a method by ringing it in a round block
as described in (D)B.1. But one of the possibilities given in (the new)
(D)B.1. is one shorter than an extent but containing no duplicate rows.
Thus it appears a band can name a new method by just ringing a short touch
of it. While I personally would have no objection to that, I doubt that
that is what you intended.
