Subject: A possible further issue with the proposed Decision changes

I've just noticed what I think is an unintended consequence of the
proposals you are making to the Council. Assuming all the proposals pass,
(E)D.4i says that a band can name a method by ringing it in a round block
as described in (D)B.1. But one of the possibilities given in (the new)
(D)B.1. is one shorter than an extent but containing no duplicate rows.
Thus it appears a band can name a new method by just ringing a short touch
of it. While I personally would have no objection to that, I doubt that
that is what you intended.

"To every academic who picks up this volume, checks the references in
the back, fails to see his name, and therefore assumes the work to be
useless tripe, I ask your forbearance."
