You are right, of course - but we're going to do this properly: there 
needs to be a proper requirements-gathering phase first, which I 
anticipate if expedited could be measured in months not years, following 
which we'll no doubt put the design work out to tender; once the focus 
groups have reported back and detailed specifications have been prepared 
and signed off, we'll initiate a full-scale waterfall development 
process. You have absolutely no need to worry, Don. ;-)
