No, because the N/N+1 wording is quite careful: "none of the possible 
rows for each effective stage shall appear more than once more than any 
other of the possible rows".

In your example, of the 5040 possible rows at the Triples stage, 4040 
rows appear once, 500 rows appear twice, and another 500 rows appear 
zero times. "Twice" is "more than once more" than "no times".
