I think that, though not common, using such factories is certainly an 
option used at times. Was not the first Big Ben cast in Stockton on 
Tees for this reason.

I have heard, (possibly an urban myth) tha some bells have 
been "cast" in this country in the relatively recent past at such an 
establishment.
