What a shame that someone sees fit to make such an ill-considered comment.
The fact of the matter is that Dobson was the only founder of his era who
appeared to have any understanding of true-harmonic tuning, at a time when
all the other founders were turning out poor-toned bells of bad design.
Unfortunately Dobson did not have access to the equipment necessary to
accurately tune all the harmonics, but many of his bells were pretty close,
and it is clear what he was aiming for. I haven't seen the tuning figures,
but my guess is that most of the ten bells at Wisbech would have been very
close to true-harmonic, and I expect that all Taylors would have done in
1991 was to line up the nominals accurately, and perhaps adjust any errant
partials. I would expect that this would have been done without changing the
inherant character of the bells, and probably achieved the same end result
that Dobson would have done if he had had the right equipment.

Yes, I am sure everything was done properly, and this is someone
else's opinion, not necessarilly mine. I can't remember how they
sounded pre-tuning to know if there is much difference/improvement.
