Twiddle pins in 1969. I did not think they went back that far.
A pre 1970 Whitechapel job with twiddle pins, in such a restricted area,
with the other information.
probably the Whitechapel records would provide a unique tower
identification.

Whitechapel bell plus headstock (with twiddle pins for clapper
centering) & bearings, Taylor or Gillett H frames. Must be a clue there.

More accurately. it was probably taken in the area served by the
Cambridge Evening News as that is where the photo appeared, so it
could cover most of S Cambs plus the Essex/ Suffolk borders.
