I followed this project but have not had any recent contact.
Its another of those cases where there is no prime contractor
responsible for the whole job, lots of different people involved and
specification and/or work not being successful.
At the end when it all goes wrong, Its virtually impossible to resolve. 
Add that to local dithering, buck passing and intransigence....
Net result, a ringable 6 replaced by an unringable 8, and no funding
left.
Well that was the situation last time I made contact.
