I am no Portuguese expert, but a quick investigation on line shows that this
is not a phrase that translates into anything meaningful, and that indeed it
looks to be the name of a person (Candido Roiz Bellas) are all parts of a
name. "Lisboa" is obviously Lisbon. Sorry if this states the bleeding
obvious and you were actually after info about the aforementioned gentleman.
