Great stuff - very much doubt this can be beaten on this plan.
   
  Relaxing the criteria of tenors together, the following arrangement is possible which adds the rest of the 8765's/5678's off the front, while retaining the 20 65's and the higher 
  impact little bell courses, although it's a course shorter
  (18 v. 19).
   
  Comments welcome, especially a way of avoiding the inelegant 
  finish!
