The context is that we need to keep to short statements that people can
understand, without going down a rabbit hole trying to cover contrived
cases. This is best done using a clause to cover the primary case, and some
additional clauses to describe any special cases. People don't need to read
the special case clauses, unless that is the particular case they are
interested in.

If you look at my earlier wording for truth in a peal below, it only covered
one stage. So by defining stage, and adding two clauses to define mixed
stage and variable cover against the principles I posted yesterday, this
part is done.

a) a subset of the rows from only one extent at that stage
b) all the rows from one or more extents at that stage
c) a combination of a & b
