OK, re-reading your definition, I agree.  And assuming we 
prevent the case of stage 0, that's a reasonable 
interpretation too.

Incidentally, I think I preferred the term neologism 'stage 
fragment' rather than giving a new meaning to the term 
'block'.  The other neologism 'non-changing bell', I like 
rather less.

On a stylistic point, I think I preferred the format of your 
previous definitions -- a series of short numbered 
paragraphs, with one definition per paragraph.  I'd also 
wonder if the definitions might be more acceptible to the 
wider community if we kept the letters and numbers to a 
minimum and replaced them with English phrases.  (That's 
letters that are not part of words, before anyone makes a 
'smart' retort.)
