[r-t] Recognising old peals

Assuming that we are able to implement a new set of definitions and
associated decisions, I think a really good motion to put to Council would
be:-

"To retrospectively recognise all peals rung to date, that if rung today
would meet the [then] current decisions."

I am sure that the Peal Records Committee wouldn't thank me, but recognising
all those innovations of the past would be a great gesture.
