Yes, that is my understanding. You could ring the Maximus version of
one of the other constructions to a quarter, and then ring the Royal
and give it another name. I would hope that people would be a bit more
altruistic than that though, and decide which one they thought was the
better extension, with a natural preference for one that works at more
stages.
