"Of the three photographs (in the Skelton Collection) showing the bells and
frame erected at Loughborough, that of the tenor shows very clearly a double
rope pulley. One assumes that the other bells were thus equipped, though
pulleys are not visible through the mass of iron and steel. Incidentally,
the frame is single tier (H pattern) and designed to be built-in both top
and bottom."

Just because the pulleys were fitted in the foundry doesn't necessarily mean
they ever were in the tower, though.
