Just some thoughts...
With a 400% zoom-in & a bit of 'fill-in-the-blanks' thinking, a few of the bells in the photo appear to have the trademark John Taylor raised relief (circular wreath) 'Lamb & Flag' lozenge cast mid-waist. Profiles appear to be 1920s Taylors as well. Also, the rounded, double-bevel finial design on the keyboard corner posts is definitely 1920s Taylor [cf: Loughborough Carillon], as are the 'canister' turnbuckle adjusters with their top-mounted locking knobs.
The 'lemon-squeezer' hat visible at the L side of photo might indicate a Boy Scout [Lord Baden-Powell] connection to some sort of jamboree or training session. Likely candidates could be the International Jamborees held at Olympia/London in 1920 or at Merseyside/Birkenhead in 1929. As the two chaps seated by the keyboard have identical socks/footwear, but not the same shirts, this could simply be a case of scouts from different 'troops'. A cursory check of photos of French scout uniforms of the era confirms knee socks with downward 'M' cuff ribbons and waist-length shirts [rather than mid-thigh jackets, as in UK].
The two steel railings in the foreground might also indicate installation adjacent to a railway siding, although I cannot discern any tracks in the photo, per se.
My guess is that the photo might be from a [temporary?] Taylor installation of a simple diatonic 8-bell chime, either at some [private] boys' school in the UK or large assembly grounds such as Olympia or Merseyside.
The photo is credited to 'Agence Rol', a French press agency. If taken in the UK by the Agence Rol, the chime player & his on-looker companion may well have been French attendees at a Jamboree, with Rol keen to document the international participation. Hence, also, the reference to 'carillon' and how the photo wound up in the BNF.
It would be worth contacting Loughborough to get a list of their 1920s chime contracts & see if the instrument's provenance can be established.
